# Civio review: pricing, features and alternatives (2026)

## Quick answer

Civio is AI-native RFP and proposal software for tech and services companies selling to government at every level who want bid triage plus first drafts in one place. Civio does not publish a price, so buying is quote-only. Check before buying: Not an authorized environment for CUI or export-controlled (ITAR/EAR) data; the terms prohibit uploading CUI, and the app is not FedRAMP authorized.

## The verdict

Civio is an early, agent-first platform for companies that sell to government, and it is pitched less as proposal software and more as a layer that does the triage work before anyone opens the RFP. It reads incoming solicitations, scores them, writes the go/no-go brief and then drafts the first response for a human to approve. If your real bottleneck is deciding which of 200 bid alerts deserve a team, that is a pitch worth hearing.

Two facts frame everything else. First, Civio is not built for controlled data: its own security page says it is not an authorized environment for CUI or export-controlled material, and the terms prohibit uploading CUI. Second, it is young. The security page lists a SOC 2 Type I report dated June 30, 2026, with Type II expected in Q4 2026, and I couldn’t find a review count on G2 or Capterra that I could load and verify.

So the short answer: worth a look for state and local sellers (plus civilian federal ones) working on non-CUI pursuits who want bid triage and first drafts in one place. A defense contractor whose packages carry CUI markings should look elsewhere, and Civio says as much itself.

## What Civio actually does

Civio describes itself as an “AI harness for B2G,” which is a lot of words for a fairly concrete idea. Instead of one chat box, you get four named agents it calls teammates, each with a job:

- **Pipeline** sources pursuits and screens them.
- **Pursuit** researches and qualifies an opportunity, then assembles a decision brief.
- **Proposal** turns the solicitation into a compliance matrix, then drafts from your approved content.
- **Solutions** fills government-provided requirement matrices row by row and routes technical answers to your experts.

Scoring runs on what Civio calls FIAT, short for Fit, Intent, Access, Timing. The pitch is that every opportunity, from an open bid to a task order or a teaming play, gets the same scoring model, so they can be ranked against each other. The product that handles bids and RFPs is called Civio RFX, and the login sits on its own app domain.

The FAQ says Civio is built for technology and services companies (consultancies included) selling to government at every level. Testimonials on its site come from OpenGov and Citibot, plus Merit, which tells you the early customer base leans toward GovTech vendors rather than large defense primes. An RFP program manager at OpenGov is quoted saying shredding and review went from a full working day to a few hours, and that a viable first draft now takes one to two working days instead of three to five. That is one customer’s account, published by the vendor.

You work with the teammates in Slack or Microsoft Teams threads, or in the web app. Email works too. The idea is that a subject matter expert can approve a section from a Teams thread without logging into another tool. Anyone who has chased an engineer for a technical answer at 4pm on deadline day will see the appeal.

## How drafting and the knowledge base work

Civio drafts from what it calls approved knowledge: past proposals and capability decks, plus your systems of record. Its GovWin and Loopio comparison page says your existing content library comes with you and becomes source material the Proposal teammate drafts from, rather than a library someone has to keep curating.

That is the AI-native trade in one sentence. You skip the library upkeep. You also give up the explicit owners and review dates that a mature library tool enforces, so freshness depends on the quality of what you feed in.

The more interesting part is governance. Civio’s security page says every output is traceable to the model and data behind it plus the person who approved it, and that data sent to external models is logged so you can see what left your tenant. High-impact actions need human sign-off. Its Claude page goes further: the model never acts on its own, and every agent action needs approval before it runs.

Civio is model-agnostic. Its Claude page names Claude plus GPT and Gemini as engines it can route to, and the security page says the actual providers are named in a subprocessor disclosure you get on request. It also says Civio deliberately doesn’t ship a generic MCP connector, preferring integrations scoped to a specific workflow. Reasonable position. It does mean you should ask early how it connects to your CRM, because the site talks about systems of record without naming them.

The speed claims are Civio’s own: a first draft within 24 hours of a go decision, and setup in as little as 48 hours. Test both.

## Security and compliance posture

Credit where due: Civio’s security page is one of the clearest in this category about what it does not do. Here is what it lists.

- **Certified:** SOC 2 Type I as of June 30, 2026, report under NDA.
- **In progress:** SOC 2 Type II, report expected Q4 2026.
- **Planned:** GovRAMP.
- **Not pursued:** FedRAMP. The page says the Civio application is not FedRAMP authorized, though it runs on AWS, which is.
- **Out of scope:** CMMC. Civio says it does not process CUI or FCI.

The data scope list is explicit. Not permitted: classified information or CUI. Export-controlled technical data (ITAR/EAR) is out, as is FCI where CMMC obligations attach. Health and payment card data are excluded too. Documents carrying CUI markings or a distribution statement have to stay in your own enclave. That rules out a large share of DoD proposal work, so settle it before the demo, not after.

Hosting is AWS US East (Virginia) and US West (Oregon), with backups kept in US regions and AES-256 encryption through AWS KMS. The vector database is Pinecone, isolated per customer namespace. Every Civio employee is in the United States. Deletion is guaranteed within 30 days of a request, and you can export your data in structured formats (JSON among them).

One thing to reconcile in contract review: the terms of use say Civio may keep customer data for up to 180 days after termination for audit and orderly shutdown. That doesn’t contradict the 30-day deletion-on-request promise, but you want the order form to say which one applies when.

## Pricing and how to buy it

No prices are published. Civio lists three plans: Source & Score (the Pipeline and Pursuit teammates), Draft & Deliver (Proposal plus Solutions) and Full Harness (all four). You email for a quote, and the site promises one within a business day. It also says implementation is free “this quarter,” which is a promotion, not a policy.

The more useful entry point is the 30-day Value Sprint. Civio runs on your real pipeline for 30 days at no cost and says the account is live within 48 hours. You pick up to two workflows. It starts from public-facing material such as submitted proposals and capability decks, and Civio sends an NDA before anything internal changes hands. That is a sensible way to test an agent product on live work. It is a time-limited trial, not a free plan.

The standard terms are worth reading before you sign. Invoices are due in 30 days with interest on late payments. Orders that auto-renew roll over for one-year terms unless you give 30 days notice, and fees are not refunded on termination. Put a calendar reminder in on day one.

## Where it falls short

- **No CUI.** Civio is not an authorized environment for CUI or export-controlled data, and the app has no FedRAMP authorization.
- **Young attestation.** SOC 2 Type I today, with Type II still in its observation window.
- **No published price.** All three plans are quoted by email.
- **Sticky terms.** Annual auto-renewal with a 30-day notice window, and no refunds on termination.

## Who should shortlist it, and who should skip it

Shortlist Civio if you are a GovTech or services company selling to state and local buyers, or to civilian federal agencies on non-CUI work. The fit is strongest when your pain is volume: too many alerts and not enough people to read them, with first drafts that start from scratch every time.

Skip it if your proposal packages routinely carry CUI or ITAR data, or if a customer’s security office will ask for a FedRAMP authorization on every tool that touches the bid. Skip it too if you need a governed answer library with owners and review cycles, or if your main inbound is commercial security questionnaires.

## How it sits next to the GovCon peers

**[GovDash](/govdash)** is the capture-to-proposal suite for US federal contractors, with eBuy and SharePoint integrations and a FedRAMP Moderate equivalency claim for CUI. If you are a federal contractor handling controlled data, GovDash is the more natural fit, and it publishes a plan structure you can plan against. Civio’s edge is the triage step and a broader state and local reach.

**[Sweetspot](/sweetspot)** is the other discovery-plus-drafting tool. It leads on federal award data (it says it indexes more than 167 million awards) and lists CMMC Level 2 plus SOC 2 Type II, a more mature attestation than Civio’s Type I. If you need defense-industrial-base security today, Sweetspot is ahead. Civio’s pitch is broader coverage of the revenue cycle beyond open bids, such as expansion and recompetes.

**[Rohirrim](/rohirrim)** wins when the job is long-form technical narrative for high-compliance US GovCon work, deployed into Azure Government or your own cloud. Civio is not trying to compete on that deployment model, and its data scope rules it out for most of those packets.

**[AutogenAI](/autogenai)** owns essay-style narrative bids, including international public-sector tenders, with ISO 27001 plus a separate FedRAMP High federal environment. Civio is aimed earlier in the cycle, at which bid to chase, and lighter on prose craft as a selling point.

Civio also pitches itself as a replacement for running [Loopio](/loopio) alongside a market intelligence database. Be fair to Loopio here: its library governance is mature and proven at scale, and a team with a well-kept library may not want to give that up for drafting from raw sources.

## What to test in a demo or Value Sprint

- Feed it a month of real bid alerts. Check whether the FIAT ranking matches what your capture lead would have picked.
- Ask for a go/no-go brief on a bid you already decided, and compare its reasoning to yours.
- Run one live solicitation through to a first draft. Time it against the 24-hour claim.
- Open a drafted paragraph and ask which source it used and who approved it.
- Have a requirement matrix filled by the Solutions teammate, then have your SME grade ten random rows.
- Ask for the subprocessor disclosure, including model providers, plus the SOC 2 report.
- Ask which CRM it writes to and with what permissions.
- Get the order form’s renewal clause and data retention period in writing before day 30.

If the triage holds up on your own pipeline, Civio earns a real conversation. If your work carries CUI, the conversation is short.

## Security: ISO 27001, SOC 2, and regional hosting

A security review of Civio usually starts with three questions: ISO 27001, SOC 2, and whether you can keep data in the US or the EU. We only mark a yes when a public vendor page supports it.

## Who should pick Civio, and who should skip it

**Pick it if** you fit this profile: B2G capture and proposal teams working on non-CUI pursuits who would rather approve agent output than run prompts themselves. Where it earns its place: Covers the triage step most proposal tools skip: it reads incoming solicitations and ranks them before your team does.

**Look elsewhere if** this limitation is a deal-breaker: Not an authorized environment for CUI or export-controlled (ITAR/EAR) data; the terms prohibit uploading CUI, and the app is not FedRAMP authorized. Also look around if ddqs is central to how you work (1/3 here). In that case, one of the [Civio alternatives](/alternatives/civio) may fit better.

## Bottom line

Best use case in one line: Tech and services companies selling to government at every level who want bid triage plus first drafts in one place.
