## Security: ISO 27001, SOC 2, and regional hosting

Put PandaDoc and QuoteWerks through the same three questions a security reviewer will ask: ISO 27001, SOC 2, and whether you can keep the tenancy in the US or the EU. Cells say **Not listed** when we could not find the claim on a public vendor page.

## Subprocessors: the big three clouds, then the niche names

Compare PandaDoc and QuoteWerks on AWS, Azure and GCP first. Then scan for niche processors a reviewer should pause on: third-party LLMs, session replay, or support that leaves the region you elected.

[PandaDoc](/pandadoc) and [QuoteWerks](/quotewerks) both help you send a buyer something with prices on it and get it accepted. The resemblance mostly stops there. PandaDoc is a document platform: proposals, contracts, forms, e-signature and payments, built for any team that sends paperwork. QuoteWerks is a quoting system with three decades of history behind it, built for resellers and integrators who quote hundreds of line items from distributor catalogs and need margins, bundles and purchase orders to come out right.

If your quotes are mostly services, subscriptions or a short price table inside a persuasive proposal, PandaDoc fits. If your quotes are long bills of materials for hardware, software and labor, priced from distributor feeds and synced to a PSA or CRM, QuoteWerks fits. Neither tool answers incoming RFPs or security questionnaires, a point we return to near the end.

## Key takeaways

- **Different core object:** PandaDoc centers on a designed document with an optional quote inside it. QuoteWerks centers on the quote itself (items, costs, margins, bundles, options), with proposal output wrapped around it.
- **Licensing model:** PandaDoc bills every named seat (Starter is $19 and Business is $49 per user monthly, paid yearly). QuoteWerks charges per concurrent user: Desktop from $15/user/mo, Web from $50 to $102 per concurrent user per month, with unlimited named users.
- **Plan gates matter on both sides:** PandaDoc puts the content library, approvals and CRM integrations on Business, with Salesforce as a paid add-on. QuoteWerks puts e-signature and payments on its Balanced web tier, and on Desktop it puts CRM links on Professional and PSA links on Corporate.
- **Reseller depth:** QuoteWerks Pinnacle adds IT and MSP distributor content, automatic US sales tax rates, Amazon Business integration and procurement tracking. PandaDoc has nothing comparable for distributor pricing.
- **Review base:** PandaDoc holds 4.7 on G2 from 3,592 reviews; QuoteWerks scores 4.6 from 192 Capterra reviews and 4.4 from 205 on G2 (July 2026 figures for all three).
- **Limitations:** QuoteWerks has no SOC 2 report and reviewers call its interface dated. PandaDoc’s lower tiers lack the features most sales teams buy it for, and it has no distributor catalog integration.

## Who makes them

**PandaDoc** was founded in 2013 and is headquartered in San Francisco. It reached a $1B valuation in a 2021 Series C. Named customers include Nomad, Wizehire and ChiliPiper, and its user base spans every industry that sends contracts.

**QuoteWerks** is made by Aspire Technologies, Inc., which has sold it since 1993 from Orlando, Florida. The company is privately held and not venture-backed. Its named customers include Scholastic, Honeywell and Ecolab, and its industry pages target IT resellers and MSPs, audio-visual integrators, HVAC, security and alarm installers, and manufacturer reps.

## Quote or proposal: which document are you sending?

Start with the thing that leaves your building.

**A PandaDoc document** is a branded, designed file: cover page, executive summary, case study, scope, a pricing table, terms and a signature block. Reps assemble it from templates, fill client fields from the CRM on Business, and send it as a trackable link or a PDF. A quote builder and product catalog appear on Business and Enterprise in PandaDoc’s plan comparison, and the editor imports .docx files and exports to Word. It suits services firms, SaaS sales and agencies where the narrative sells and the price table closes.

**A QuoteWerks quote** is a structured set of line items: products from catalogs or distributor feeds, optional and substitute items, bundles and configured kits, labor, leasing calculations and margins. It then renders into a quote or proposal layout (including Microsoft Word output) and, on the right tier, goes to the customer through QuoteValet for online acceptance and payment. After acceptance it can become purchase orders and, on Pinnacle, tracked procurement. It suits the MSP quoting 40 laptops, three switches, a firewall and 60 hours of deployment.

If you have ever tried to build that MSP quote in a general document tool, you know the moment it breaks: the first time the distributor price changes after you have sent it.

## Catalogs, distributors and line items

This is QuoteWerks’ home ground. Its Pinnacle web tier adds IT and MSP distributor content, and on Desktop a Real-time Module retrieves live pricing and availability from a long list of distributors (D&H and BlueStar among them), with optional product content powered by Etilize. Electronic ordering from D&H, Ingram Micro, SYNNEX and Tech Data is available on the Corporate edition. The company’s own price list describes all of this in detail, and its industry focus shows.

PandaDoc’s product catalog and CRM product import cover a company’s own price book well, and they are aimed at it. There is no distributor feed, sales-tax lookup or procurement step. For a SaaS company selling three plans and a services bundle, that is fine. For a reseller, it is a dealbreaker.

## Licensing: named seats versus concurrent users

The two pricing models reward different team shapes.

Verified pricing as of October 2026:

- **PandaDoc, from $0:** basic e-signatures are free on the Free eSign plan, up to 5 documents a month and 2 recipients per document. Paid plans are sold by the seat: Starter at $19 a user per month on an annual bill or $35 monthly, Business at $49 annually or $65 monthly, and Enterprise by quote. Several integrations are reserved for the upper plans.
- **QuoteWerks, from $15/user/mo:** licences count concurrent users, so you can name as many people as you like. The Desktop editions cost $15 (Standard), $21 (Professional) and $30 (Corporate) per user each month, with perpetual licences starting at $199\. The Web product costs $50, $78 or $102 per concurrent user each month, a little less on annual billing. A free trial is available.

QuoteWerks explains concurrency with its own example: if five people use it but only two at a time, you need two licenses. A worked comparison for an eight-person sales team where no more than three people quote at once:

| Setup | Monthly cost |
| --------------------------------------------------------------------- | ----------------------------------------------------------------- |
| PandaDoc Business, 8 seats, billed annually | 8 × $49 = $392 |
| QuoteWerks Web Essential, 3 concurrent users, monthly | 3 × $50 = $150 |
| QuoteWerks Web Balanced (adds e-signature and payments), 3 concurrent | 3 × $78 = $234 |
| QuoteWerks Desktop Professional (CRM links), 3 concurrent | 3 × $21 = $63, plus $28 per QuoteValet user for online acceptance |

The concurrent model wins when many people quote occasionally. The named model is simpler to forecast when everyone is in the tool all day. Watch the add-ons on both sides: PandaDoc’s Salesforce integration and conditional approvals, and QuoteWerks’ QuoteValet, Real-time Module, product content and QuickBooks Online subscriptions.

## Approvals, e-signature and payment

Both tools cover the path from “draft” to “paid”, with plan gates in different places.

**PandaDoc** includes e-signatures with signing order on every plan, and Stripe payments from Starter. Approval workflows (approvers, order and groups) start on Business. Conditional approvals that trigger on quote values are a paid add-on on Business and included on Enterprise.

**QuoteWerks Web** includes peer review and an approval process, a document audit trail and quote revisions on every tier, starting with Essential. Online acceptance, e-signature, view tracking, card and ACH payments and SMS alerts on large acceptances arrive on Balanced, through QuoteValet.

So the cheapest QuoteWerks web tier has approvals but no e-signature, and the cheapest PandaDoc paid tier has e-signature but no approvals. Map your process to the right tier before comparing headline prices.

## CRM, PSA and back-office connections

**PandaDoc** integrates with Salesforce, HubSpot, Pipedrive and Zoho on the CRM side, Stripe, PayPal, Square and QuickBooks Payments for money, Google Drive and Dropbox for storage, plus Slack, Zapier and an API. CRMs other than Salesforce are on Business and Enterprise; Salesforce is a paid add-on on Business Annual and Enterprise Annual.

**QuoteWerks** connects to CRMs (Salesforce, HubSpot, Zoho CRM and others), PSAs used by MSPs (ConnectWise, Autotask, HaloPSA, Kaseya BMS), accounting (QuickBooks and Sage 50, with QuickBooks Online as a $20 per site add-on), and distributors. On the web product, every tier includes all CRM and PSA integrations, SSO and native Zapier. QuoteWerks says it offers more than 115 integrations; its PSA connections are the ones MSPs will care about most.

If your operation runs on ConnectWise or Autotask, QuoteWerks is built to sit next to it. If it runs on HubSpot and Stripe, PandaDoc slots in with less effort.

## Setup and day-two administration

The first decision with QuoteWerks is which product to buy. Its price list says QuoteWerks Desktop is now mainly for existing Desktop customers and for organizations using on-premise CRM systems, and it points new customers to QuoteWerks Web. That matters, because the Desktop editions behave like classic installed software: edition upgrades, an Update Maintenance Program for new releases and email support, and on Corporate, a Microsoft SQL Server back end that QuoteWerks support will not administer for you. QuoteWerks Web avoids most of that and folds integrations into every tier. Unless you already run Desktop or an on-premise CRM, start your evaluation on Web.

Day-two work in QuoteWerks is catalog hygiene: product sources, pricing rules, bundles and templates. Budget time for the quote and proposal templates in particular: an April 2026 Capterra reviewer found designing a PDF layout took longer than expected.

PandaDoc’s setup is lighter: build templates, connect the CRM on Business, set up approval rules, and drop reusable blocks into the content library. The one thing to check is which editor your account uses. Several PandaDoc help articles from May to August 2026 describe a “new experience” for documents and templates as an early access program with its own list of current limitations, and some features (conditional approvals among them) are rolling out gradually. Ask your account rep which editor you will land on and whether the features you are buying are live in it.

## Can they work together?

Rarely in a useful way. Both want to own the quote and the acceptance step, and running two places for pricing is how margins go wrong. The more common pattern in mixed businesses is a split by deal type: the project and hardware side quotes in QuoteWerks, while a services or consulting arm sends proposals and contracts from PandaDoc. If that describes you, keep the CRM as the single record and make sure both tools write the accepted value back to it.

## A word on RFPs

Neither of these is an RFP response tool, and that is fine for the buyers they serve. PandaDoc cannot import a buyer’s questionnaire and map answers into it. QuoteWerks’ VendorRFQ add-on sends requests for quotes to your own suppliers, so it sits on the buying side of the deal. If your team also receives RFPs, DDQs or security questionnaires, pair either tool with a response platform such as [1up](/1up) or the others in this directory, and keep quoting where it is.

## Known issues and watch-outs

### PandaDoc

- **Starter leaves out the core sales features.** [PandaDoc’s plan comparison](https://support.pandadoc.com/en/articles/9715033-compare-subscription-plan-features) (help center, October 2026) shows no content library, approval workflow or CRM integration on Starter, and a 5-template cap.
- **Salesforce is an add-on.** Available on Business Annual and Enterprise Annual as a paid add-on, per the [Salesforce 2-way sync article (June 2026)](https://support.pandadoc.com/en/articles/9714863-salesforce-2-way-sync).
- **Conditional approvals cost extra on Business.** Per [PandaDoc’s conditional approvals article](https://support.pandadoc.com/en/articles/16442466-conditional-approvals-with-quotes-new-experience), checked October 2026.
- **SSO and custom roles are Enterprise-only,** per the [plan comparison](https://support.pandadoc.com/en/articles/9715033-compare-subscription-plan-features).

### QuoteWerks

- **Edition gates on Desktop.** The [QuoteWerks Desktop price list](https://desktop.quotewerks.com/PriceList.asp) (checked October 2026) says Standard links only to its built-in contact database and Outlook; CRM links need Professional and PSA links need Corporate. Corporate also needs Microsoft SQL Server, whose licensing is not included.
- **E-signature and payments are a step up.** They start on the Balanced web tier at $78 per concurrent user a month, per the [QuoteWerks pricing page](https://www.quotewerks.com/pricing.asp), or cost $28 per user a month on Desktop.
- **No SOC 2 report.** Instead of an external SOC 1 or SOC 2 attestation, QuoteWerks points to alignment with the NIST Cybersecurity Framework on its [security page](https://quotewerks.com/security-2/).
- **Dated interface, real learning curve.** In [Capterra reviews](https://www.capterra.com/p/135691/QuoteWerks/reviews/), a December 2024 reviewer calls the interface outdated and hard to train reps on, and an April 2026 reviewer says the template editor has a long learning curve.
- **Refund window is short.** The price list says annual and monthly subscriptions are non-refundable unless returned within 30 days of the original purchase.

## Credit where it is due

**PandaDoc** is the more polished document experience, with an enormous review base, a free e-signature plan, compliance badges that matter to regulated buyers (SOC 2 and HIPAA in our records), and an editor that non-technical reps pick up quickly. For proposals that need to persuade as well as price, it is the stronger tool.

**QuoteWerks** is the deeper quoting engine. Concurrent licensing is genuinely generous, approvals and audit trails are on every web tier, and the distributor, PSA and procurement integrations reflect 30-plus years of listening to resellers. Guided setup is optional; the company says a typical accelerated implementation takes 1.5 to 2.5 hours, and professional services run $100 an hour, remotely.

## Who should pick PandaDoc

- You sell services, software or a small product set, and the proposal narrative matters.
- You want e-signature on every plan and payment collection inside the document.
- Your CRM is HubSpot, Pipedrive, Zoho, or Salesforce with budget for the add-on.
- Most of your team creates documents daily, so named seats are predictable.
- Your buyers or your own compliance team expect SOC 2 from the vendor.

## Who should pick QuoteWerks

- You are an MSP, VAR, AV integrator or similar reseller quoting long bills of materials.
- You need distributor pricing, bundles, optional items, margins and purchase orders.
- Your operation runs on ConnectWise, Autotask, HaloPSA or Kaseya BMS.
- Many people quote occasionally, so concurrent licensing saves money.
- You can accept a NIST-aligned security posture without a SOC 2 report.

## Verdict

Pick by what is on the page you send. If it is a story with a price table, PandaDoc is the better fit, starting on Business so you get approvals, the content library and CRM integration. If it is a priced bill of materials that has to match a distributor feed and flow into procurement, QuoteWerks is the better fit, starting on Balanced if you want customers to accept and pay online.

Plenty of firms that sell both projects and services will find one of these clearly closer to how they work. The ones that sit in the middle should trial both on their three most common quote types and let the time-to-send decide.
