# RFP compliance matrix template

An RFP compliance matrix is a spreadsheet that lists every requirement in a solicitation, one per row, with where you answered it, whether you comply fully, partly or not at all, and who owns the answer. It is how a bid team proves to itself, and often to the evaluator, that nothing was missed.

## What it is and when to use it

Build it on day one, straight from the RFP text, before anyone drafts. The matrix becomes the assignment list during writing and the checklist during review. Government RFPs frequently require one in the submission; on commercial bids it is still the cheapest insurance against losing points to a requirement nobody saw.

### Use it when

- The RFP has more than a few dozen requirements, or requirements scattered across several sections and attachments.
- The buyer asks for a compliance or cross-reference matrix as part of the submission.
- Several people are writing and you need one place that shows who owns which requirement.

### Skip it when

- The buyer’s response form already is a row-per-requirement spreadsheet: add owner and status columns to their file instead of keeping two lists.

## What is inside the template

The workbook opens on an Instructions sheet, followed by 2 working sheets: Compliance matrix, Summary. Shaded cells are inputs; cells marked Auto below are formulas.

### Sheet: Compliance matrix

One row per requirement. Paste requirement text verbatim. Shaded cells are inputs; Type, Category, Compliance and Status have dropdowns. Example rows are illustrative: overwrite them.

## How to fill it in, section by section

### Req. ID and RFP reference

Gives every requirement a stable ID and the exact place it appears in the RFP.

- Number requirements in the order they appear (R-001, R-002). Never renumber after drafting starts.
- Record the RFP section and page so a reviewer can check the original wording in seconds.

### Requirement text

Holds the requirement verbatim, so the team answers what was asked rather than a paraphrase.

- Paste the buyer’s sentence exactly. Paraphrases drift and lose qualifiers like "within 24 hours" or "at no additional cost".
- Split compound requirements ("shall provide X and Y") into separate rows so each gets its own status.
- Search the RFP for "shall", "must", "will", "required" and "should" to find them, including in attachments and terms.

### Type and category

Separates pass/fail mandatory items from scored desirables, and groups rows for assignment.

- Mark Mandatory where the RFP says shall or must. A missed mandatory can disqualify the bid outright.
- Use the category dropdown to route rows: technical, security, commercial, legal or submission format.

### Compliance

Records your honest position on each requirement.

- Full means you meet it as written today. Partial needs a note explaining the gap. Exception means you do not accept it and must appear in the exceptions table.
- Leave TBD only while the owner is investigating. Nothing should still be TBD at final review.

### Response section, owner and status

Turns the matrix into the work plan: where each answer will live, who writes it and how far along it is.

- Fill the response section as soon as the outline exists, using the buyer’s numbering where you can.
- Assign one named owner per row, not a team. Update status at each stand-up.

### Summary sheet

Counts requirements by compliance status automatically, so the bid lead sees gaps without filtering.

- No input needed: counts update as the matrix fills.
- Review any Partial or Exception count with sales and legal before the go/no-go is final.

## Common mistakes

### Building the matrix after drafting starts

By then writers have organized around the outline they imagined, not the requirements the buyer wrote. Requirements found late get squeezed into whatever section has room. Build it first.

### Paraphrasing requirements

"Support SSO" is not the same requirement as "support SAML 2.0 single sign-on for all user types including contractors". Paste the buyer’s words and keep the qualifiers.

### Missing requirements outside the statement of work

Formatting rules, page limits, insurance minimums and contract clauses hide in the instructions and terms. They are pass/fail, and they belong in the matrix too.

### Marking everything Full

An optimistic matrix becomes a contract problem after award. Partial with a clear note is better than a Full that legal or delivery cannot honor.

### Never reconciling against addenda

Addenda change requirements mid-bid. Re-check the matrix against every addendum and Q&A response, and log which rows changed.

## Tools that automate parts of this

Building the first draft of a matrix is the most automatable part of the job: several tools shred the RFP into requirements for you. You can also try the free requirement extractor on this site before buying anything.

## Frequently asked questions

What is a compliance matrix in an RFP?

It is a table listing every requirement in the RFP, with where the proposal answers it, whether you comply fully, partly or not at all, and who owns the answer. Bid teams use it to make sure nothing is missed, and some buyers require it in the submission.

What columns should a compliance matrix have?

At minimum a requirement ID, the RFP section, the verbatim requirement text, a compliance status and the response section. Adding type (mandatory or desirable), owner, status and notes turns it into the team’s work plan.

How do you find all the requirements in an RFP?

Read the whole document, including attachments, instructions and terms, and search for words such as shall, must, will, required and should. Split compound sentences into one row per requirement.

Is a compliance matrix the same as a requirements traceability matrix?

They are close cousins. A compliance matrix traces RFP requirements to proposal sections and your compliance status; a requirements traceability matrix in delivery traces requirements through design, build and testing.

Can software build a compliance matrix automatically?

Several tools shred an RFP into a requirement list or compliance matrix automatically. Check the output against the source, because automated extraction can split or merge requirements differently than a person would.

Does the Excel file work in Google Sheets?

Yes. Upload the .xlsx to Google Drive and open it with Google Sheets; the dropdowns and COUNTIF formulas carry over.
