10 RFP software for government and public-sector bids

Government bids reward compliance first and prose second. The tools that fit shred a solicitation into requirements, keep every answer traceable to one of them, and run where your security rules allow. For some teams that means FedRAMP, Azure Government or a fully local install.

Starting prices and security listings come from each vendor profile, where every fact links to the page it was read from. “Not listed” means we could not find it published, not that the vendor lacks it.

Prices and certifications move. Confirm both with the vendor before a purchase or security review.

What makes government RFPs different

A US federal solicitation tells you how it will be scored. Section L sets the instructions, Section M the evaluation criteria, and Section C describes the work. Proposal teams build a compliance matrix from those sections before anyone writes a word, and evaluators read the response against it. A tool that drafts fluent prose but loses track of which requirement each paragraph answers creates work instead of saving it.

Capture starts long before the solicitation drops. Contractors watch SAM.gov and agency forecasts, qualify the opportunity and shape a solution months ahead. A few tools here cover that front end too, with opportunity search and pipeline tracking next to the proposal workspace. If your team already runs capture in a CRM, check whether the tool replaces it or feeds it.

Deployment can rule a tool out before features matter. Controlled unclassified information and defense work push some teams toward FedRAMP-authorized environments, Azure Government, a customer-hosted VPC or local deployment. Get the exact environment in writing. A vendor’s commercial cloud and its government offering can be separate products with separate feature sets.

Outside the US the shape changes. European public buyers publish tenders on national portals and on TED, score against published award criteria, and want the bid in whatever format their portal accepts. Tools built for that market lean on tender monitoring, go/no-go triage and EU data residency rather than US contract vehicles.

Tools that fit, and why

Each tool is listed because its published profile shows evidence of fit, quoted below. Open the profile for pricing detail, security sources and the full list of limitations.

AutogenAI

Why it fits: Built for long-form narrative bids, the essay-style volumes that federal and international public buyers ask for. It lists a FedRAMP High authorized federal environment as a separate offering.

Who it is for: international government proposal teams

Check before buying: No published price; its own buyer guide cites enterprise-tier pricing with minimum seat commitments.

GovDash

Why it fits: Purpose-built for US government contractors, with business development, capture and proposal work in one workflow and eBuy among its integrations.

Who it is for: US GovCon business-development and proposal teams

Check before buying: FedRAMP Ready on the marketplace with zero agency authorizations as of April 2026.

Iternal

Why it fits: Runs its AI fully on your own infrastructure, which suits teams that cannot send bid content to a cloud model. Its Waypoint agent watches US public-sector sources for opportunities.

Profile summary: fully local, secure deployment, government, defense

Check before buying: Waypoint discovery covers US public-sector sources only (SAM.gov, Grants.gov and similar).

Rohirrim

Why it fits: Drafts GovCon narrative and technical content from your own institutional files and maps Sections L, M and C into a compliance matrix. Deploys single-tenant on Azure or Azure Government.

Profile summary: high-compliance US GovCon narrative and technical proposal content, Azure Government

Check before buying: Not yet FedRAMP certified; Rohirrim is building toward FedRAMP 20x Class A.

Sweetspot

Why it fits: Pairs federal opportunity search with proposal drafting and RFP shredding, so a capture team can find a bid and respond from one place. Lists CMMC Level 2 for defense work.

Who it is for: Government contracting BD, capture, and proposal teams

Check before buying: FedRAMP Moderate Authorization is still in progress.

Tenderbolt

Why it fits: Aimed at European public-procurement bid teams that want data kept in the EU, with go/no-go analysis and questionnaire filling in the buyer’s original Excel format.

Who it is for: Public-procurement bid teams that value EU data residency

Check before buying: No public pricing or self-serve signup; buying starts with a demo.

Tendium

Why it fits: Covers the front end of European public-sector selling: tender discovery, summaries of tender documents and a bid-writing assistant.

Profile summary: Tendium watches European public procurement for relevant tenders

Check before buying: The €125/mo Light plan is tender monitoring only; bid writing (BidFlow, Content Library, Writing Assistant) needs the quote-based Core plan.

Tendrio

Why it fits: Reads tender documents into a requirement compliance matrix and gives a go/no-go recommendation, which helps public-sector bidders decide what to chase.

Who it is for: defense teams evaluating whether a tender is worth pursuing

Check before buying: It analyzes and qualifies tenders; it is not a response-writing engine and has no answer library or approval workflow.

VisibleThread

Why it fits: Shreds solicitations into a traceable requirements matrix and flags risky wording before submission. Offers US GovCloud and on-premise deployments.

Who it is for: Proposal managers and capture teams, often in GovCon and defense

Check before buying: No maintained Q&A answer library; AI drafts come from curated Collections synced from SharePoint.

Xait

Why it fits: Built for long tenders written by many contributors at once, with permissions that keep sections under control. Names public tenders among the bids it is made for.

Who it is for: government bid teams

Check before buying: Questionnaire work (RFI, DDQ, security) lives in a separate product, XaitRFI.

How to choose government proposal software

What this list does not prove

A listing here means the vendor’s own material describes public-sector or GovCon work. It does not confirm an authorization level, a contract vehicle or success with a particular agency’s format. Ask for the authorization documents and run one real solicitation through the tool before you commit.

We list a tool only when its published profile supports the fit, and we publish a page only once at least three tools qualify. Read the research and scoring methodology or send a correction.

Frequently asked questions

What is the best RFP software for government contractors?

It depends on the job. GovDash and Sweetspot pair capture and opportunity search with proposal work for US federal contractors. VisibleThread focuses on requirement shredding and language checks. AutogenAI and Rohirrim lean toward long-form narrative drafting. European tender teams should look at Tendium, Tenderbolt and Tendrio.

Which proposal tools offer FedRAMP or government cloud deployment?

In this directory, AutogenAI lists a FedRAMP High authorized federal environment (AutogenAI Federal). Rohirrim offers single-tenant deployment on Azure or Azure Government. VisibleThread offers a US GovCloud deployment, and Iternal runs fully on local infrastructure. Sweetspot lists FedRAMP Moderate as in progress, not granted. Confirm current status with each vendor.

What is a compliance matrix in a government proposal?

A compliance matrix maps every instruction and evaluation criterion in the solicitation to the part of your proposal that answers it. Evaluators use it to check coverage, and your team uses it to assign owners. Rohirrim, Sweetspot and VisibleThread each build one from the solicitation.

Can AI write a government proposal?

It can draft one, and several tools here do. Evaluators score against the solicitation, so a person still owns win themes, pricing and every commitment about staff or past performance. Treat AI output as a first draft and check it against the compliance matrix.

Do these tools work for European public tenders?

Some are built for them. Tendium watches European public procurement for relevant tenders, Tenderbolt hosts data in the EU, and Tendrio triages tenders for go/no-go. The US GovCon tools here are built around federal sources such as SAM.gov.

How should a government contractor trial RFP software?

Use one past solicitation you won and one you lost. Ask each vendor to build the compliance matrix, draft two technical sections and export in the required format, then compare reviewer time rather than drafting speed.
