RFP cover letter template

An RFP cover letter is the signed, one-page letter that sits on top of a proposal. It tells the evaluator who is bidding, restates what the buyer asked for, makes one clear offer, confirms the formal statements the RFP requires (addenda received, offer validity, authority to sign) and names the person who can bind the company.

What it is and when to use it

Use it whenever the RFP asks for a transmittal or cover letter, and as a short courtesy letter when it does not. Public-sector RFPs often list mandatory statements the letter must contain, so read the submission instructions before writing a word: a missing acknowledgment of an addendum can make a bid non-responsive no matter how good the rest is.

Use it when

  • The RFP requests a cover letter, letter of transmittal or letter of intent with the proposal.
  • You need a consistent, pre-approved signature block and compliance wording across bids.

Skip it when

  • The buyer’s portal has no place for a letter and its instructions say to submit only the listed forms.
  • The RFP provides its own mandatory transmittal form: fill in theirs instead.

What is inside the template

The document has 6 sections, each with grey guidance to delete before sending and highlighted [square-bracket] blanks to fill:

  1. Letterhead and addressing: Puts the letter on company letterhead and addresses the person the RFP names as the point of contact.
  2. Opening: their goal in their words: Shows in two sentences that you understood what the buyer is trying to achieve.
  3. The offer and your strongest reason: States what you propose and the single reason that should matter most to this evaluator.
  4. Commitment: Names a concrete commitment the buyer can hold you to, such as a go-live date, staffing or service level.
  5. Required statements: Covers the formal confirmations the RFP asks the letter to contain.
  6. Contact and signature: Gives one primary contact for questions and the signature of someone authorized to bind the company.

How to fill it in, section by section

Letterhead and addressing

Puts the letter on company letterhead and addresses the person the RFP names as the point of contact.

Opening: their goal in their words

Shows in two sentences that you understood what the buyer is trying to achieve.

The offer and your strongest reason

States what you propose and the single reason that should matter most to this evaluator.

Commitment

Names a concrete commitment the buyer can hold you to, such as a go-live date, staffing or service level.

Required statements

Covers the formal confirmations the RFP asks the letter to contain.

Contact and signature

Gives one primary contact for questions and the signature of someone authorized to bind the company.

Common mistakes

A letter that could go to any buyer

If you can swap the buyer’s name and send the same letter elsewhere, it is boilerplate. The opening should only make sense for this RFP.

Missing the mandatory statements

Addenda acknowledgment and offer validity are the classic misses. On public bids they can make the whole submission non-responsive, which means it is never scored.

An unauthorized signatory

A sales manager signing on behalf of the company when the RFP requires an officer’s signature is an easy disqualification. Confirm signature authority early, not at 4pm on deadline day.

Restating the whole proposal

Three pages of features belong in the solution section. The letter does one job: confirm the offer and make the evaluator want to read on.

Commitments the contract cannot keep

Sales writes "live in 30 days" and delivery quotes 12 weeks. Run the letter past whoever owns delivery before it goes out.

Tools that automate parts of this

A cover letter is short enough to write by hand. Tools help with the surrounding jobs: keeping letterhead and signature blocks on brand, and assembling the letter with the rest of the proposal document.

Capabilities above are restated from each vendor’s profile, where the sources are listed. Confirm current features and pricing with the vendor before you buy.

Frequently asked questions

How long should an RFP cover letter be?

One page. It confirms the offer, states the strongest reason to choose you, covers the statements the RFP requires and carries the signature. Anything longer belongs in the executive summary or the body of the proposal.

What is the difference between an RFP cover letter and an executive summary?

The cover letter is a short signed letter that transmits the proposal and confirms formal items such as addenda and offer validity. The executive summary is a section of the proposal that makes the full case for your solution, usually one to two pages.

Who should sign an RFP cover letter?

Someone with authority to bind the company to the offer, often an officer or a person with delegated signing authority. Check the RFP, because some require a specific title or a notarized or wet signature.

What statements does an RFP cover letter need to include?

Whatever the RFP’s submission instructions list. Common items are acknowledgment of addenda by number, how long the offer is valid, acceptance of terms or a pointer to exceptions, and a declaration of no conflict of interest.

Is a cover letter required if the RFP does not ask for one?

Not required, but a short letter is still useful in an emailed or printed submission because it names the signatory and the contact person. Skip it if the portal only accepts the listed forms.

Can I reuse the same cover letter for every RFP?

Reuse the structure and the pre-approved signature and compliance wording. Rewrite the opening, the offer and the strongest reason for each buyer, because those are the parts evaluators actually read.
